Bonkin' or lolz (or lulz-he changed his name) is the other scout in the pic attempting to wall hack.
Bonkin' was also witnessed by me (and others) speed hacking about 10 min before this.

I don't even understand what's going on in this picture. You say they are wallhacking, but I don't think you mean that in the traditional since as it looks like they are actually going into the walls.

That's the "jump" animation looping, which means he's stuck in mid-air.

well i have yet to see this, usualy anyone who lags and freezes more then a second usualy suffers from a disconection
and don't forget 1 second is a long time, the human reation speed is an average of 1/4 sec

I didn't say it was the usual case, but I wouldn't rule it out.
Example:
At my parent's house, I was playing on wireless Internet. My mom decided to reheat some lunch and the microwave made my wireless start going nuts. As soon as the microwave turned off I was back to normal. I was never disconnected.
